Riyadh, November 18, 2025
Elm Company, a pioneer in digital solutions, has signed contracts for a project to provide operational and digital services supporting excavation and construction permit processes with the municipalities of Najran, Jazan, Taif, and Tabuk. The signing took place on the sidelines of the “Cityscape” exhibition, held from November 17–20, 2025, in the presence of His Excellency Eng. Ihab Al-Hashani, Vice Minister of Municipalities and Housing.
The signing ceremony was attended by Elm’s Chief Executive Officer, Mr. Mohammed bin Abdulaziz Al-omair. Representing the municipalities were: Eng. Saleh bin Ghurmallah Al-Ghamdi, Mayor of Najran; Eng. Yahya bin Jaber Al-Ghazwani, Mayor of Jazan; Eng. Abdullah bin Khamees Al-Zaydi, Mayor of Taif; and Eng. Hossam bin Mowafaq Al-Yousef, Mayor of Tabuk.
This project is part of Elm’s ongoing efforts to support municipalities with advanced operational and digital solutions that automate permit procedures through unified electronic channels. It also aims to enhance procedural efficiency and compliance with technical and regulatory requirements, while enabling corrective actions in accordance with approved regulations. These integrated solutions will elevate service quality, improve the overall performance of municipal operations, and enhance the beneficiary experience.
The project is implemented under the privatization and public-private partnership (PPP) initiatives supervised by the Privatization and Financial Sustainability Agency at the Ministry of Municipalities and Housing, in coordination with the National Center for Privatization (NCP). It aligns with the Privatization Law and its executive regulations issued by the Council of Ministers. The initiative reflects the municipal sector’s commitment to adopting sustainable operational and digital solutions that enhance service quality, optimize resources, and support the objectives of Saudi Vision 2030 toward smarter and more sustainable cities.
